IIRC, they said that Will and Elizabeth's stories were already concluded at the end of the third movie but that a Pirates movie without Jack Sparrow woiuldn't be the same at all.

I agree with Will but I think Elizabeth can still make cameo's considering she is the Pirate Queen. Yeah, I'll still watch this film wonder how the change of the director would affect this though.
